      馬忠玉:男,1963年5月生,寧夏吳忠人,1989年10月加入中國(guó)共產(chǎn)黨,1984年7月參加工作。

      教育背景

      1992 獲西北農(nóng)業(yè)大學(xué)生態(tài)經(jīng)濟(jì)與資源管理博士學(xué)位。

      1993—1996 英國(guó)愛(ài)丁堡大學(xué)(Edinburgh University)生態(tài)與資源管理學(xué)院,博士后研究;

      1997—2004 短期研修、出訪國(guó)家包括:英國(guó)、美國(guó)、日本、德國(guó)、法國(guó)、瑞典、比利時(shí)、荷蘭、泰國(guó)、哥斯達(dá)黎加等國(guó),擁有廣泛穩(wěn)定的國(guó)際聯(lián)系。

      2005—2007國(guó)家發(fā)改委信息中心博士后站,獲應(yīng)用經(jīng)濟(jì)學(xué)博士后學(xué)歷。

      2013中共中央黨校廳局班,在培訓(xùn)部世界經(jīng)濟(jì)格局支部學(xué)習(xí)。

      工作經(jīng)歷

      2012—至今寧夏回族自治區(qū)人民政府副秘書(shū)長(zhǎng),政府研究室、發(fā)展研究中心黨組書(shū)記、主任,中國(guó)人民大學(xué)環(huán)境學(xué)院教授,博士生導(dǎo)師。

      2004—2012寧夏回族自治區(qū)發(fā)展和改革委員會(huì)副主任,黨組成員,中國(guó)人民大學(xué)環(huán)境學(xué)院教授,博士生導(dǎo)師。

      2001—至今中國(guó)人民大學(xué)環(huán)境學(xué)院教授,博士生導(dǎo)師。

      1998—2001 研究員,中國(guó)農(nóng)業(yè)科學(xué)院農(nóng)業(yè)自然資源與區(qū)域規(guī)劃研究所。中國(guó)農(nóng)業(yè)科學(xué)院跨世紀(jì)學(xué)科帶頭人。

      主要研究方向

      主要從事環(huán)境經(jīng)濟(jì)學(xué)、自然資源管理、循環(huán)經(jīng)濟(jì)、區(qū)域規(guī)劃以及氣候變化適應(yīng)等領(lǐng)域的研究與開(kāi)發(fā)工作。

      1.“中國(guó)適應(yīng)氣候變化項(xiàng)目ACCC Project”,2010-2013,英國(guó)DFID和瑞士政府自助項(xiàng)目,主持人。

      2.“中國(guó)適應(yīng)氣候變化項(xiàng)目ACCC Project二期”,2014-2017,瑞士發(fā)展署(SDC),主持人。

      3.“適應(yīng)氣候變化決策機(jī)制研究”,Intasave Parnership 資助的國(guó)際合作項(xiàng)目,主持人。
