Zhou Wenzhang, born in August 1953, native of Baoying County, Jiangsu Province, Ph.D., professor. Zhou Wenzhang serves as vice president (vice ministerial level) of Chinese Academy of Governance and holds the following concurrent positions: doctoral supervisor of Renmin University of China, vice chairmen of Chinese Society of Administrative Reform, vice chairman of Chinese Society of Dialectical Materialism, director of Chinese Society of Calligraphers.
Zhou Wenzhang has long been a senior leader and has rich practical experiences in administration. For many years, he has been conducting studies about Maxism, theories of socialism with Chinese characteristics, special economic zones of China, opening and reform, cultural development, international practices and western philosophy. He has developed his own theories about "schema of subjective cognition" and "special economic zones", published many papers and several academic works as well as translated works. In 1992, he was granted the title of Excellent Hainan Expert with outstanding contributions by Hainan provincial government and in 1996, he became a winner of the State Council Special Government Subsidy.
